The Student Residence Permit

If you are a Non-EU citizen staying for more than 90 days, Italian law requires you to apply for a Student Residence Permit within 8 working days of your arrival. Here is the exact step-by-step process for 2026:

Collect the Application Kit

Go to any post office displaying a Sportello Amico sign. Ask the clerk for a "Kit per il Permesso di Soggiorno". This is a yellow-striped envelope containing the application forms. It is completely free to pick up.

Gather Your Documents

Do not seal the envelope yet. Place copies inside:

  • Valid passport (all pages, including blank).
  • Enrollment certificate (stamped by Embassy/Consulate).
  • Health insurance policy valid for Italy.
  • Proof of funds (approx. €7,000/year for 2026).
  • Proof of accommodation.
  • A €16.00 duty stamp (Marca da bollo).

Submit at Post Office

Return to the Sportello Amico with your unsealed kit and original passport. Pay the fees (€70.46 for the card + €30.00 for mailing).

Crucial Note: The postal clerk will give you a receipt (Ricevuta). Do not lose this; it is your legal proof of residency status while waiting.

Fingerprinting Appointment

The post office will give you an appointment date for the Police Headquarters (Questura). Bring:

  • Your original passport.

Track the status on the official Portale Immigrazione website using the User ID and Password printed on your postal receipt. Once ready, return to the Questura to collect your electronic card.

If your course lasts less than three months, you simply need to declare that you have arrived in Italy.

  • From outside Schengen: Passport stamp at border control counts as your declaration.
  • Via Schengen country: Fill out a Dichiarazione di Presenza at the local police headquarters within 8 days.
  • Staying in a hotel/residence: The check-in form automatically reports your presence.

2. Renewing Your Permit

Student permits are valid for one year. Apply for a renewal 30 to 60 days before expiration. The process is identical to the first application, plus:

  • A copy of your current, expiring Residence Permit.
  • An official university transcript proving you have passed at least one exam in your first year (or two exams in subsequent years).

3. EU Citizens: Registering at the Anagrafe

If you hold a passport from a European Union country, you do not need a Residence Permit. However, if you stay longer than 90 days, you must register your address at the local Registry Office (Ufficio dell'Anagrafe).

Temporary Registration (Standard)

For students intending to return home. Required documents:

  • Valid ID/Passport & Italian Tax Code (Codice Fiscale).
  • University enrollment certificate & Proof of funds.
  • Proof of comprehensive health insurance (private or SSN).
Permanent Registration

If you plan to move to Italy permanently, the documentary requirements are the same, but you will sign a formal Declaration of Residence (Dichiarazione di Residenza). Transferring permanent residency may have tax implications in your home country.
